Showing my lack of intelligence and understanding of the UHS but can someone
please settle that an argument that you should be handicapped whilst the
course is using preferred lies

I'm not sure what your question pertains to. Are you asking:

Must a player have a handicap to play on a course using preferred lies?
Answer: No

or,

Is a player's handicap adjustable while the course is using preferred
lies during a comp? Answer: Yes, during winter months and yes at
other times if the local golf union authority has given permission

or,

Can a player obtain a handicap while the course is using preferred
lies? Answer: yes, during winter, if the course is at its proper
length and probably yes during the summer on a day when a comp has been
played.

yes , you should have one arm tied behind your back to counteract the
potential advantage of using preferred lies.
This is one of the lies I prefer:-)

I would imagine you are already being handicapped by the conditions
which bring on the need for preferred lies in the first place so further
handicapping should not be necessary.

It will be the same for everybody who is playing anyway and only benefit
those who manage to keep their ball on the fairways, assuming your
preferred lies rule only covers 'closely mown areas' and not 'through
the green'.
