Regarding the State of RAW:
We know Vince likes to buy everything that tries to compete with him.
Maybe he's tried, and tried, and tried to buy out the Jarretts and
Panda Energy (Vince must REALLY hate pandas, what with it being WWF's
logo too), but they won't bite. So, he concocts an elaborate plan which,
coincidentally, will screw Spike over too.
Step 1: Make Raw progressively worse. Ignore what the fans want, make
everything a bodily fluids joke, cut the number of matches and double
the non-wrestling content.
Step 2: TNA notices, and becomes bolder and bolder. They put on bigger
and better shows, persuading Spike to give them a 2 hour slot, then a
live slot, and finally a live slot against Raw.
Step 3: Vince continues to put on bad shows after bad show, while TNA
has their top talent nearly killing themselves week after week to get
ahead in the ratings.
Step 4: Just as TNA is closing the gap, Vince flips the switch and
starts outting quality back on the air. With the WWE Juggernaut putting
on good shows, and TNA's stars being worn out, Vince wins again and buys
TNA for a fraction of the value from a desparate-to-sell Panda Energy.
Step 5: Profit
Regarding the Miz:
This one I think is actually likely. I believe Miz was brought in as
host to get booed out of the building, so he could turn on the fans and
become the "I demand respect!" heel. Once the fans start booing him, he
cracks and starts yelling at them. Backstage, FUNAKI, Smackdown...NUMBAH
ONE...ANNOUNSAAAAAAAAAA confronts him and tells him he sucks, leading to
Miz's first match, and we go from there. Maybe team him with Kennedy for
a short while, then use that to turn Kennedy face in a feud with Miz,
which Kennedy wins. However, the type of fans that are coming to the
events are not booing Miz, because they're all sheep, and Vince is
pissed.

Short-term profit. Then, once again lacking competition, Vince sinks
back into the malaise that he experienced once he'd bought WCW and
ECW. Everything tanks, except now there's no TNA to offer even
marginal competition. This makes your otherwise interesting plan seem
like:
1. Steal underpants
2. ...
3. Profit!
