There were a couple of rules questions (and one hypothetical
situation) that popped up at RSG NW. I did some digging when I got
home and come up with what I believe to be the correct answer. [1]
1. Player A hits his tee shot into the right rough on the fourth
hole. Player B, a fellow competitor in another foursome, is driving a
cart and searching for his ball in the right rough of the parallel
fifth hole. (These holes run in opposite directions.) Player B runs
over Player A's ball. Due to the length of the rough and the weight
of the cart pressing down the grass it is impossible to recreate the
same lie in the exact same spot. What is proper procedure? Should
the ball be placed in the same spot with a different lie or should the
ball be placed in a different spot with the same lie?
Answer: Rule 20-3b. Paraphrase -- player recreates the original lie
as much as possible within one club length not closer to the hole.
2. (Hole #18 on Sunday's Skin Round) After tee shot, the hole
requires a long carry (150+) yards over a continuous sand bunker.
Immediately bordering the sand bunker on the right is a lateral water
hazard. Player A hits his tee shot into the fairway just short of the
sand bunker. Player A then proceeds the chunk is shot into the sand
bunker. In anger, the player throws his club over the edge of the
sand bunker and into the lateral water hazard. The club is sticking
above the water and the player retrieves it. Is this considered
grounding the club in the hazard and are there any associated
penalties?
Answer: No penalty. The ball was in a different hazard as the club.
Plus, it looks like the Exception 1 to rule 13-4 saves his sorry ass.
3. Hypothetical: Player A and Player B are fellow competitors in the
same group. Both players complete the final round and turn in their
score cards. Player B is involved in a playoff to determine the
winner. Is Player B permitted to use Player A as his caddy for the
playoff?
Just for background this one came about on the 18th hole on Sunday. I
had about a 12 footer for par/net birdie and what I thought was a
pretty good chance to win the tournament. Koenig offered to be my
caddy after he holed out and read my putt if I gave him all my skins
money. I told him to shove it up his a$$ [2] and drained it with a
nice big Tiger fist pump. (Plus it was a nice sand save from the
bunker.)
Answer: Looks like it's allowed based on Decisions 6-4/8 and 6-4/9.
They are basically the same thing.
