In 14.1 especially, certain behind the rack shots often occur where the
balls still in the rack area cover all areas of the table where the
fingers of the bridge hand might be placed. Sometimes double stacked
bridges can work to get at such shots. But not always. In the past I've
had to play safety in situations where an otherwise makeable shot
existed.
Recently I was shown how to span the mechanical bridge across the table
(like you sometimes see in trick shots) and then use the shaft of the
bridge as a place to locate the fingers of my bridge hand. This can be
an enormous help.
BCA rules do not mention this except in the "rules of tournament play"
which state that only the shaft of a cue may rest on a bridge.
I would suggest that this be made legal?

The fact that this technique is banned by tournament rules suggests
that your suggestion has already been considered and rejected.
