ncaa.org just posted the new rules proposals (they don't become
official unless approved by an oversight panel on May 30) -
apparently, there's only one reasonably major change proposed; a
player in the air with the ball will no longer be allowed to call time
out if the officials think he/she is about to land out of bounds or
cause a backcourt violation.
A couple of smaller ones: "compression pants" may no longer extend
below the shorts (and I'm pretty sure the "penalty" is that the player
can't enter the game until the undershorts are removed) and
undershirts cannot extend past the elbows, and in Division 1 women's
play, if the game clock can't show tenths of seconds in the final
minute or there are no red lights on the backboard or shot clock that
coincide with the game clock reaching zero, the game starts with a
technical on the home team.
There's only one experimental (read: pre-season tournament) rule for
men this year; on free throws, the space closest to the basket on each
side is kept empty. The committee felt that moving the 3-point line
out and making the free throw lane wider had no real effect on play.
