from any war, any time.
The idea is not to _deter_ terrorism, but to kill as many terrorists as one
possibly can, so that becomes the deterrence. However, imagining oneself
as looking like that is probably very good deterrence, in the long run.

Not really, no.
Terrorism is a tactic, not a team. As long as there are warring factions
asymmetric in size, there will be terrorism. You can't kill all the
terrorists, because killing some of them makes new ones automatically...
